Presenting a paradigm model of organizational ambidexterity in the Iranian public education system

Abstract

The present study was conducted with the aim of presenting a paradigmatic model of organizational duality in Iran's government education system using a qualitative method. The participants of the research were specialists and experts of the educational system and educational management in the country. Based on the method of targeted sampling and theoretical sampling (in order to achieve theoretical saturation) and with the semi-structured interview technique, interviews were conducted with 17 experts in the field of education and educational management in the country. The findings of the research indicated that the development of the competitive environment and the development of the concept of growth are considered as causal factors that affect the organizational dualism in the government education system of Iran and in other words justify the necessity of duality.

The existence of leaders as change strategists, lack of motivation in the field of innovation, lack of independent access to resources and inflexible structure were identified as contextual factors. Also, factors such as globalization and organizational vision have an impact on the strategies of realizing the two pillars, which include increasing individual and organizational bandwidth, developing organizational forgetfulness, and developing marketing and audience attraction. In case of organizational ambivalence in the educational system, we can see consequences such as organizational survival, improvement of satisfaction level and sustainable development.
