Abstract

The main purpose of this paper is to analyze the structure of Farhangian Learning and Training Management System (LTMS) and evaluating its desirability from their staffs’ viewpoints. Blended method was used with explorative approach. Qualitative data were gathered through interviews with 4 experts of human resource training center. In gathering data, the self-made questionnaire included 44 options with 5 point Likert answer, ranging from very favorable to very unfavorable were designed to evaluate the LTMS’s desirability. The reliability of the instrument was confirmed by the educational sciences professors and 7 candidates of Ph.D. programs in educational administration. The validity of the instrument was determined by doing a pilot study with 30 staff, the Cronbach’s alpha coefficient was calculated 0.98. After confirming the reliability and validity of the instrument, they were used. The population consisted of all 882 active users of LTMS’s within the staff. Questionnaires were distributed through manual and automatic systems, and 142 of them (approximately 16 percent)completed and returned to the researcher. The Qualitative findings indicated that in the design of LCMS structure, LTSA architecture, ISO 100-15 standards were used in limited form. Evaluating the system’s desirability indicated that with increasing the following components, including: cooperation, accountability, exchangeability, assignment and assessment, interactive learning, accuracy and originality of the training process and system’s user-friendliness efforts, the favorability of the system and also the quality of the whole system will be enhanced. System’s sustainability, availability, extensibility, content and learning management of informative news and management of information systems will place the system in the state of suitability and favorability from the viewpoints of their staffs.
