Development of a model of the factors that cause job plateauing in education workers with an interpretative structural approach

Abstract

The purpose of this research was to develop a model of the factors that cause job plateauing in education workers with an interpretative structural approach. The current research was applied in terms of purpose and descriptive in terms of method, which was conducted in a mixed qualitative and quantitative manner. Sampling in the qualitative section was based on a specialized and targeted panel and equal to 19 people. The statistical population in the quantitative part included the officials and experts of the Ministry of Education and subordinate administration. First, 384 people were selected as a sample by stratified random and then by available non-random method. The research tool was a researcher-made questionnaire and a structured self-interaction form. The validity of the questionnaire was confirmed by 8 human resource management professors and its reliability was confirmed by Cronbach's alpha test (α=0.90). Interpretive structural modeling technique was used for modeling. The findings showed that 41 indicators in the form of 12 components are the cause of job plateau in education workers. Based on the findings, the components were placed in seven levels, and the job promotion components and structural factors were placed in the seventh level. It can be said that the alignment of people's expertise with organizational positions, stability of management, consolidation of meritocracy based on special criteria and indicators for each position and avoiding the interference of non-responsible people will reduce job plateauing in education and will increase organizational commitment and improve performance.
