واکاوی عوامل موثر بر مدیریت تعالی سازمانی به منظور ارزیابی عملکرد مدارس دولتی(موردمطالعه: دوره دوم متوسطه شهر تهران)

چکیده

مقدمه و هدف: هدف از تحقیق حاضر واکاوی عوامل موثر بر مدیریت تعالی سازمانی به منظور ارزیابی عملکرد مدارس دولتی بود.
روش شناسی پژوهش: برای تحقق هدف مذکور، از رویکرد پژوهش کیفی و روش داده بنیاد استفاده شده است. جامعه آماری تحقیق شامل استادان، نخبگان و صاحب نظران سازمان پژوهش و برنامه ریزی آموزشی بوده است که از بین آن ها تعداد 11 نفر با استفاده از اصل اشباع به عنوان نمونه انتخاب و با روش هدفمند گزینش شده اند. برای گرد آوری داده ها از مصاحبه نیمه ساختار یافته استفاده شده است که روایی و پایایی آن با استفاده از روش درون متنی و استفاه از دو کدگذاری بررسی شده است. تجزیه و تحلیل داده ها با شیوه های کد گذاری باز و محوری و گزینشی بر اساس نظریه داده بنیاد صورت گرفته است
یافته­ ها: نتایح نشان داد که ابعاد و مولفه های تعالی سازمانی در مدارس دولتی شامل 76 مفهوم در 19 مقوله انتزاعی تر تبدیل شدند که عبارتند از: شرایط علّی شامل دو مقوله ( مدیریتی ، سازمانی )، شرایط زمینه ای شامل چهار مقوله(برنامه‌ریزی استراتژیک، برنامه‌ریزی ساختاری، آموزش و توسعه فرهنگ تعالی و عوامل جبران خدمات و پاداش به صورت مادی و معنوی)، شرایط مداخله گر شامل چهار مقوله (مدارک و مستندات، سیستم‌ها و فناوری اطلاعات، مهارت و قابلیت‌ها و فرهنگ سازمانی)، راهبردها شامل پنج مقوله (پدیده‌های اجتماعی(شرایط جامعه)، پدیده‌های اقتصادی، پدیده های سیاسی، ابعاد ساختاری و فرآیندی)و پیامدها شامل چهار مقوله (افزایش رضایت جامعه و کارمندان، آشنایی با مفاهیم نوین و افزایش قابلیت‌ها ، کاهش هزینه  و نظام‌مند شدن فرآیندها) می باشد.
بحث و نتیجه­ گیری: نتایج نشان داد که بر اساس نظر خبرگان راهبردها بیشترین تاثیر را بر تعالی سازمانی دارند و همچنین نتایج مدیریت تعالی سازمانی در مدارس دولتی مشخص می کند که این مولفه ها باعث افزایش رضایت جامعه و کارمندان، آشنایی بیشتر با مفاهیم نوین و کاهش هزینه ها می شود. در نهایت الگوی نهایی ترسیم گردید.

چکیده [English]

Background and Aim:  The aim of this study was to investigate the factors affecting organizational excellence management in order to evaluate the performance of public schools.
Methodology: To achieve this goal, the qualitative research approach and data method of the foundation have been used. The statistical population of the study included professors, elites and experts of the Educational Research and Planning Organization, from which 11 people were selected using the saturation principle as a sample and selected by a purposeful method. Semi-structured interviews were used to collect data, the validity and reliability of which were investigated using in-text method and the use of two codings. Data analysis has been done with open, axial and selective coding methods based on the data theory of the foundation.
Results: The results showed that the dimensions and components of organizational excellence in public schools included 76 concepts in 19 more abstract categories, which are: causal conditions including two categories (managerial, organizational), contextual conditions including four categories (strategic planning, structural planning). , Education and development of culture of excellence and factors of compensation for services and rewards materially and spiritually), intervention conditions including four categories (documents, systems and information technology, skills and capabilities and organizational culture), strategies including five categories (social phenomena) (Society conditions), economic phenomena, political phenomena, structural and process dimensions) and consequences include four categories (increasing community and employee satisfaction, familiarity with new concepts and capabilities, reducing costs and streamlining processes).
