The intensive competition is increasing between universities and institutes of higher education among in providing the highest quality services this has caused an increasing requirement for a comprehensive approach to consider all aspects related to operational success to evaluate performance in these institutes. The purpose of this study was to provide a recommendation system of strategic indicators based on a model of balance score card in order to evaluate the performance of Islamic Azad University strategic plan. The study consisted of three steps, first, Information sources, which would include three following steps respectively (Islamic Azad University strategic plan, research literature and, survey of the experts and keys process owners),each with their own tools and processes. The second step of evaluation perspective (included financial perspective. Learning and growth, internal process and customer perspective. And the third step consisted of the, key indicators of these perspectives. The most important indicators were derived evaluate continuously and monitored by the vice president or his related department. It should be mentioned that, the information in this paper is part of the research project.
