تبیین شرایط زمینه‌ای در راستای ارتقای فرهنگ برنامه‌ریزی درسی در دانشگاه‌ها و موسسات آموزش عالی ایران

چکیده

برنامه درسی به عنوان ابزار اساسی برای آموزش عالی در راستای تحقق اهداف و آرمان­های آن مورد توجه قرار دارد و در به واسطه این امر، ارتقای فرهنگ برنامه‌ریزی درسی و بسترسازی مناسب در ارتباط با آن، از اهمیت والایی در نزد متولیان و دست­اندرکاران آموزش عالی برخوردار است. پژوهش حاضر، با هدف تبیین شرایط زمینه‌ای در راستای ارتقای فرهنگ برنامه‌ریزی درسی در دانشگاه‌ها و موسسات آموزش عالی انجام شد. جامعه آماری پژوهش حاضر، کلیه متخصصان در حوزه سیاستگذاری و یا دارای سوابق اجرایی در آموزش عالی و متخصصان برنامه درسی آموزش عالی بودند. در پژوهش حاضر از مصاحبه عمیق استفاده گردید. به منظور تعیین روایی داده‌های کیفی از روش چک کردن اعضاء استفاده شده است و پایایی فرم مصاحبه با قرار دادن خلاصة مطالب و مقوله‌های تعیین شده در اختیار شش نفر آگاه به روش‌های پژوهش کیفی و اعمال نظرهای آنان بررسی شده است. با استفاده از طرح کیفی و رویکرد نظریه مبتنی برداده بنیاد، اقدام به مصاحبه عمیق با 29 نفر از متخصصان و صاحب­نظران حوزه آموزش عالی گردید. یافته­ها نشان داده است که مهمترین شرایط زمینه‌ای لازم برای ارتقای فرهنگ برنامه‌ریزی درسی دربرگیرنده شرایط سیاسی، اقتصادی، مدیریتی، فرهنگی و علمی است. در مجموع نتایج پژوهش نشان داد که شرایط زمینه‌ای از عوامل تعیین کننده در ارتقای فرهنگ برنامه‌ریزی درسی در آموزش عالی و کیفیت­بخشی به آن است و لازم است برنامه‌ریزی و اعمال مدیریت مناسبی از سوی متولیان و دست­اندرکاران آموزش عالی صورت گیرد.

Curriculum development is considered as a basic tool for higher education system in order to achieve its goals. To do so, promoting the culture of curriculum development and providing a suitable ground for it, is very crucial for higher education principals. The present study aims to explain the contextual conditions in terms of promoting the culture of curriculum development in universities and higher education institutions. A qualitative method as well as grounded theory approach was considered for this study. 29 deep interviews with specialistsand experts in the area of higher education were conducted to reach saturation. Findings showed that the most important and necessary contextual conditions for promoting the culture of curriculum development include: political, economic, managerial, cultural and scientific conditions. In sum, the results of the study showed that contextual conditions are important factors in promoting and qualifying the culture of curriculum development in higher education. Therefore, suitable planning and managerial functions must be done by higher education principals and officials.
