Introduction: The most important resource in any organization is human resources, which is very important to pay attention to. Therefore, the purpose of this research is to identify the effective factors on the optimal implementation of strategic planning of human resources in the education organization of West Azerbaijan
research methodology: The research approach is qualitative and the research method is phenomenology. In order to collect the required information, the method of library studies, examination of documents and documents of the studied organization, conducting interviews and referring to the opinions of experts were used. The statistical population in this study included human resource experts and education managers of West Azerbaijan province, In order to select the participants, the purposeful sampling method of the type of desirable cases was used. The statistical sample size was 30 people based on the principle of data saturation. The data collection tool was a semi-structured interview, and in order to ensure its validity and reliability, Lincoln and Goba's quadruple reliability criteria were used. Data analysis was done using the method of thematic analysis of Brown and Clark (2006).
Findings: With the analysis done, the findings of the research indicate the identification of 48 basic themes, 6 organizing themes and 3 comprehensive themes including "effective organization", "dynamic structure" and "professional development" regarding the optimal implementation of strategic human resources planning in the education organization of West Azerbaijan.
Conclusion: In order to implement the strategic planning of human resources in the education organization, it is necessary to pay attention to the identified themes.
