چکیده

مقدمه و هدف: پژوهش حاضر با هدف ارائه و اعتبارسنجی الگوی شایستگی‌های مدیران در آموزش و پرورش با رویکرد ارزش‌آفرینی منابع انسانی انجام شده است. مطالعه حاضر از نظر هدف یک مطالعه کاربردی-توسعه‌ای است و از منظر روش و بازه زمانی گردآوری داده‌ها، یک پژوهش پیمایشی مقطعی است
روش شناسی پژوهش: برای گردآوری داده‌ها از پرسشنامه ISM و پرسشنامه محقق‌ساخته استفاده شده است. پایایی پرسشنامه با محاسبه آلفای کرونباخ به میزان 912/0 بررسی گردید. همچنین برای اعتبارسنجی پرسشنامه از روایی محتوایی و روایی همگرا بهره گرفته شده است. جامعه آماری این پژوهش شامل جامعه آماری شامل مدیران و کارشناسان آموزش و پرورش گیلان بوده و با فرمول کوکران 400 نفر به عنوان نمونه انتخاب شده‌اند. در گام نخست با استفاده از مدلسازی ساختاری-تفسیری الگوی اولیه‌ای طراحی گردید. برای اعتبارسنجی و ارائه الگوی نهایی از روش مدل معادلات ساختاری و نرم‌افزار LISREL استفاده شده است.
یافته­ ها: نتایج نشان داده است متغیرهای ساختارسازمانی و شایستگی‌های استراتژیک مدیران قدرت نفوذ بالایی داشته و تاثیرپذیری کمی دارند و متغیرهای مستقل هستند. متغیرهای مدیریت دانش، فرهنگ‌سازی، سیاست‌گذاری و خط‌مشی و رهبری و مدیریت نیز قدرت نفوذ و میزان وابستگی بالایی دارد بنابراین متغیر پیوندی هستند. متغیرهای ارزش‌آفرینی منابع انسانی، مدیریت عملکرد و آموزش و توانمندسازی نیز از وابستگی بالا اما نفوذ اندکی برخوردار است بنابراین متغیرهای وابسته محسوب می‌شوند.
بحث و نتیجه­ گیری: به مدیران آموزش و پرورش گیلان پیشنهاد می‌شود، با استخدام افراد متخصص و با مهارت، و پرورش خلاقیت و صداقت در افراد آن ها را نسبت به وظیفه و ضوابط موجود در سازمان آموزش و پرورش گیلان آگاه سازند.

Introduction: The aim of this study was to present and validate the model of competencies of managers in education with the approach of value creation of human resources. The present study is an applied-developmental study in terms of purpose and in terms of method and time period of data collection, it is a cross-sectional survey research.
research methodology ISM questionnaire and researcher-made questionnaire were used to collect data. The reliability of the questionnaire was evaluated by calculating Cronbach's alpha at 0.912. Content validity and convergent validity have also been used to validate the questionnaire. The statistical population of this study includes the statistical population including managers and education experts of Gilan and 400 people have been selected as a sample by Cochran's formula. In the first step, a basic model was designed using structural-interpretive modeling. The structural equation modeling method and LISREL software have been used to validate and present the final model.
Findings: The results show that the variables of organizational structure and strategic competencies of managers have high influence and have little impact and are independent variables. The variables of knowledge management, culture-making, policy-making and policy-making, and leadership and management also have a high degree of influence and dependence, so they are related variables. The variables of human resource value creation, performance management and training and empowerment are also highly dependent but have little influence, so they are considered as dependent variables.
Conclusion: The education managers of Gilan city are suggested to employ skilled and specialized individuals and develop their honesty and creativity and make them aware of rules and regulations existing in the education department of Gilan city.
