طراحی الگوی عملیاتی تقاضای معلمان دوره های تحصیلی ابتدایی و اول متوسطه

چکیده

مقدمه و هدف: هدف از مقاله حاضر، طراحی الگوی عملیاتی تقاضا و برآورد معلمان مورد نیاز در دوره ابتدایی و متوسطه اول طی سال های 1404-1399 بود.
روش شناسی پژوهش: این مقاله از منظر رویکرد از نوع پژوهش های کمی، از نظر هدف، در زمره پژوهش های کاربردی و از منظر نحوه گردآوری داده ها، در قسمت طراحی الگوی عملیاتی از نوع مطالعه کتابخانه ای و در بخش برآورد معلمان از نوع پژوهش های بررسی موردی بود. جامعه و نمونه آماری تحقیق شامل 358،897 معلم مشغول به خدمت در دوره های تحصیلی ابتدایی و اول متوسطه درسال تحصیلی 99 - 1398 (سال پایه) بوده است. پژوهش حاضر با استفاده از مطالعات اسنادی و میدانی پیشین و تحلیل اطلاعات و یافته های آن مطالعات انجام پذیرفت و در آن به روش توصیفی- تحلیلی به تفسیر انتقادی و تاویل داده ها با هدف به دست آوردن برآوردی از تعداد معلمان مورد نیاز پرداخته شد. در این پژوهش، ضمن تشریح مراحل الگوی عملیاتی تقاضای معلمان مورد نیاز، تعداد معلمان دوره ابتدایی و اول متوسطه به طور کلی و به تفکیک دروس منطبق بر تراکم کلاسی و تعداد کلاس مورد نیاز، در سه سناریو متوسط تراکم عملکردی، حداکثر مطلوب تراکم دانش آموزی و تراکم استاندارد دانش آموزی تا سال تحصیلی 05 - 1404 برآورد گردید.
یافته­ ها: متوسط رشد سالانه معلمان ابتدایی تقریبا 1.25% و بیشترین تعداد معلمان ابتدایی حدودا معادل325،000 نفر در سال 04 - 1403 و متوسط رشد سالانه معلمان دوره اول متوسطه تقریبا 2.7% و حدودا معادل 178،000 نفر در سال 05 - 1404 برآورد شد.
بحث و نتیجه ­گیری: سرانجام، با تاکید بر الگو و برآورد ارائه شده، نتایجی احصاء گردید که می تواند در جهت اخذ ساز و کار های مناسب در حیطه جذب معلمان مورد نیاز دوره آموزش و پرورش عمومی کشور از طرق مختلف ( فارغ التحصیلان متعهد خدمت دانشگاه فرهنگیان، استخدامی های ماده 28و ... ) راهگشا باشد.

چکیده [English]

Introduction: The purpose of this article was to design an operational model of demand and estimation of teachers required for primary and low secondary school in the years 1399-1404.
research methodology: This article was a quantitative research in terms of approach, in terms of purpose, was among applied research and in terms of data collection in the design of operational model of library study and in the estimation of teachers as case study research. the statistical population and sample of the study included 358,897 teachers working in primary and low secondary school in the academic year 1398-99  (base year). The present research was conducted using previous documentary and field studies and analyzing the information and findings of those studies, in which the descriptive-analytical method critically interpreted and interpreted the data in order to obtain an estimate of the required number of teachers. In this study, while explaining the steps of the operational model of providing the required teachers, the number of elementary and low secondary school teachers in general and the courses according to class density and the number of classes required in three scenarios of average density Performance, maximum optimal student density and standard student density approved by the Higher Education Council up to the academic year1404-05 was estimated.
Findings: The average annual growth of primary teachers almost %1,25  and approximately 325,000  people in the years 1403-04 and the low secondary school teachers average annual growth of almost 2.7% and approximately 178,000people in the year 1404-05 was estimated.
Conclusion: Finally, with emphasis on the presented model and estimate, the results were counted which can be used to obtain appropriate mechanisms in the field of attracting teachers required for the general education course of the country in different ways (Graduates committed to service from Farhangian University, Article 28 Recruitments and etc...).
